The Palestinian flag represents all Palestinian Arab aspirations
regardless of party. It belongs to the Arab Revolt grouping of Arab
flags and is a deliberate copy of the Jordanian flag (minus the star),
which presumably represents the historical link to 1920-23 when Palestine
and Transjordan were one territory. I think the flag was adopted in 1964
at the creation of the PNC and PLO, possibly a little later. It was
definitely in use by 1974 when the Arab League declared the PLO the sole
representative of all Palestinians and the UN granted the PLO observer
status.
There was no single Palestinian authority prior to 1964 that could have
created a flag.

I found this image in a local magasine 'Hrvatski obzor' nr. 56,
06-MAY-1996, in the article on Izrael-Lebanon peace agreement.
I showes a procession of men wearing black, and with masked faces,
each holding a flag that I don't know what represents. The caption
says 'The march of Hezbolah in Beirut'.
I guess it must be the flag of Hezbolah, but I can't indentify any
devices on it, unless be it a machine gun in uppermost right corner
of the image.

I remember having seen on TV a Hezb Allah flag. It was yellow.
In the center there was the name Hezb Allah
(something like God's party) in Arab writing (kufi style). Around the
name were all the things you would associate with a revolutionary
movement, I cannot remember any details, certainly including guns.
