The blue-white-green tricolour is the war flag of the Maldives, used on land. Considering how much land there is in the Maldives, it is no wonder the flag is so little known! W. Smith gives the dimensions as approximately 3:5

From Barraclough's "Flags of the World":
"Whilst the British were in occupation of Gan the people of Addu and the
southern group of islands formed the United Suvadinian Republic with a flag
of its own, in opposition to the Maldive government. The flag was horizontally
blue, green and red, with a crescent and star over all in the centre and a
star in the upper hoist and lower fly, all in white. The breakaway state was
suppressed in late 1963."
I don't know if the dimensions are right in this image.

The description I've found almost agrees with yours except that the positions of
the stars are lower hoist - center - upper fly (thus forming an ascending line).
