The Grand-Duchy of Luxembourg share its arm with the Belgian province of Luxembourg. It has the same history as the Grand-Duchy, until it was split up in 1839.

Grand-Duchy indeed uses the same design in the shield of the coat of arms, but as I find in [smi75] the same design is used as civil navy and air flag only differing in ratio 5:7 (Belgian Luxembourg having 1:1).
