There is, but not in the sense I suspect you mean (ie. for use as a colonial flag
on land.) A blue ensign with the coat of arms in the fly is used by shipping in
Government service. (The Gibraltarian flag is the banner of the arms.)

William Crampton says in its Observers FLAGS, editions Frederick Warne,
London 1991, that the use of the arms as a basis for the
flags was regularized in 1982.
