The Peabody Essex Museum in Salem (Massachusetts, USA) has put together a
WWW page on the history of signal flags. It is well illustrated with colour
images of various signal systems, maritime paintings, and has short
explanatory texts. You can find the page at http://saturn.star.net/salem/pem/guides/signals.htm
According to this site, the International Code of Signals we use now, was
published in 1857 (originally drafted two years earlier).
