President of Eritrea (adopted in 1995). Ratio 2:1. Source: The Flag Bulletin n. 169.
I found this image of a flag of Eritrea in "Flags through the Ages and Across
the World" by Whitney Smith. It has a light blue background with a green wreath
in the center.

According to The Flag Bulletin of May/June 1996, the Eritrean flag with the "UN blue" field and green emblem was adopted in 1952 and used until the territory was absorbed into Ethiopia in 1959. It
continued in use as a "flag of liberation" until 1993 when true independence was won.
