On the ribbon beneath the shield is written "Unum cum virtute multorum". I have never studied Latin, but I think it means "one stronger from many", referring to the fact that Winnipeg amalgamated with its suburbs to form "Unicity" in 1972.
On the shield at the top in brown is Upper Fort Garry gate, what is left of the old Fort
built in what is now Winnipeg, that essentially started the city.

The flower may be the prarie crocus (pasque flower), provincial emblem of Manitoba.
