White cross in red.

Should there be narrow black lines outside the white cross on the arms of Vienna? The illustration in Diem's book Die Symbole Oesterreichs is large, and lines are clearly visible. In other books the pictures are smaller, and it is difficult to tell whether they are actually part of the flag.

It seems unheraldic, and all other cases of Austrian flags hold to heraldic rules (cf. Karnten's nice example of dividing yellow and white with red).
